ADMINISTRATIVE ORDER NO. IDS-0020 SERIES OF 2021

GUIDELINES FOR THE IMPLEMENTATION OF

STUDENT FINANCIAL ASSISTANCE PROGRAM OF THE MUNICIPALITY OF SAN JUAN, BATANGAS

In accordance with the mandate of the Commission on Higher Education (CHED) as provided for in Article XIV, Section I of the Philippines Constitution “To protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all and Article XIV Section 2(3) “To establish and maintain a system of scholarship, grants, student loan program, subsidies ang other incentives which shall be available to deserving students in both public and private schools”. The Local Chief Executive together with the Committee Chairman on Education of the Sangguniang Bayan and the Scholar Head, formulated and approved the Guidelines for the Implementation of Student Financial Assistance Program for A.Y. 2021-2022.

OBJECTIVES

The general objective of the guideline is to rationalize the administration and implementation of SFAP. Specifically aims to:

I.1 Provide guidelines in the selection of deserving scholars/grantee’s;

I.2 Ensure that the scholar/grantee’s are enrolled in duly authorized higher education institutions; and

I.3 Ascertain that the SFAP are properly administered, distributed and implemented.


COVERAGE

The enhance guidelines shall apply to the following programs:


Student Financial Assistance Program -- Iskolar ng Bayan: Batang Scholar Program covers:

  • Public School Scholarship Program

  1. Graduate School Scholarship Program – Intended for students who are currently enrolled in duly authorized institutions in a Public Institution within Luzon.

  • Private School Scholarship Program

  1. Senior High School Scholarship Program – Intended for Grade 11 to Grade 12 students who are enrolled in duly authorized private institutions.

2.College Scholarship Program – Intended for College students who are enrolled in duly authorized private institutions within the Province of Batangas.

3. Graduate School Scholarship Program – Intended for students who are currently enrolled in duly authorized institutions within Luzon.

Student Financial Assistance Program -- Iskolar ng Bayan:Batang Scholar ( Load Assistance) Program covers:

  • Public School Scholarship Program

1. Senior High School Scholarship Program – Intended for Grade 11 to Grade 12 students who are enrolled in duly authorized public institutions within the Municipality of San Juan, Batangas.

2. College Scholarship Program – Intended for College students who are enrolled in duly authorized public institutions within the Province of Batangas.

QUALIFICATION REQUIREMENTS

  1. Must be enrolled CURRENTLY in an institution.

  2. Must be a resident of San Juan, Batangas.

  3. Must not have any derogatory average / grade.

BATANG SCHOLAR DOCUMENTARY REQUIREMENTS

The following are the documentary requirements:

  1. Photocopy of School Registration/Enrollment/Assessment Form

  2. Copy of latest grades

  3. Community Tax Certificate of Scholar, Parent or Guardian (Original/Photocopy)

  4. 1 pc. ID Picture

  5. ISKOLAR NG BAYAN APPLICATION FORM

LOAD ASSISTANCE DOCUMENTARY REQUIREMENTS

The following are the documentary requirements:

  1. Photocopy of School Registration/Enrollment Form

  2. Cedula of Scholar, Parent or Guardian (Original/Photocopy)

  3. ISKOLAR NG BAYAN APPLICATION FORM

MODES OF PAYMENT

Mode 1 – LGU will release financial assistance directly to scholars who are 18 years old and above or to their parents/guardians (provide authorization letter).

Mode 2 – LGU will release financial assistance directly to parents who are 17-year-old and below or to their guardians (provide guardianship letter)


Claim the financial assistance at the designated area of release/payout.

The student or the parent shall present ALL the necessary requirements at a given date and place for VERIFICATION PURPOSES ONLY.

  1. If the student will receive the financial assistance, please provide Valid ID for verification.

  2. If the parent/guardian will receive the financial assistance, provide the following:

Valid ID of Parent/Guardian (Photocopy)

Certificate of Guardianship (Guardian Only)

Valid ID of Student

RULES TO BE OBSERVED BY SCHOLARS

  • Enrolled in duly authorized institutions.

  • Maintain a passing grade/average.

  • Application Form must be approved by the Scholar Head.

  • Late submission of requirements will result in the exclusion from the list of Batang Scholars.

  • Follow the schedule of release of financial assistance.

  1. Provide information, education and communication;

  2. Orients the officials who will be manning the distribution, the policies, standards and guidelines;

  3. Determine the slot allocation and corresponding fund requirement

  4. Gathers and consolidate reports on scholarship programs data, utilization of slots and fund allocation;

  5. Reviews, consolidates and analysis reports submitted;

  6. Conducts reconciliation of slots and reports on fund utilization submitted

  7. Monitors the implementation and administration of the scholarship program

  8. Conducts general assembly for all the recipient and beneficiaries of the financial assistance;

  9. Maintain an updated database.


AMOUNT OF FINANCIAL ASSISTANCE


SEPARABILITY CLAUSE

If any part of the provision of this order is declared void or unconstitutionally by operation of law, rules and regulations of the same shall apply only to that specific provision and the remaining clauses/provision shall remain valid and enforceable.

REPEALING CLAUSE

All or other existing orders and memorandum issued by the Office of the Mayor, which are contrary to or inconsistent with any of the provisions of these Guidelines will be deemed repealed or modified accordingly.

EFFECTIVITY

This Administrative Order shall take effect immediately upon approval.
